There are three certainties in life: death, taxes, and the Carolina Hurricanes using just about every one of their draft picks on European players. Over the past three drafts, they’ve made 27 selections, 21 of which came from across the pond.

Their unique strategy also leans into the boom-or-bust side of things, looking for the highest-upside players and ignoring the flaws that keep other teams at bay. It's not without its merits. We already caught a glimpse of the future at the end of the 2023-24 regular season, with three players on this list making their NHL debuts.
